The chassis is an upside down 1944 Dodge WC 62 troop carrier, the body is a 1935 Dodge pickup, powertrain is from a 1966 Chevelle. Concept and execution by Sean Hartman

For a new version of this that is being produced now that the muscle car bug has bitten the baby boomers: http://justacarguy.blogspot.com/2009/11/mr-norms-had-terrific-mopars-at-sema.html and http://justacarguy.blogspot.com/2010/02/mr-norms-garage-vehicles-were-at-grand.html

click on it to get the full size version, and you'll see that the first claim is an overhead cam Hemi that will get you 30 mpg... and the little words that make up the red car on the bottom has the word HEMI above the front tire

It is someones custom Dart Swinger. This full page ad doesn't tell me squat about this car... so I would guess it was the 1969 Autorama show concept car.
